We used to have this at the top of 53. The white area would have Google Ads, that were supposed to be have ads that were similar to the blog.
The old ad bar was part of the agreement for BlogSpot and you could pay to get rid of it.I assume you can do the same with this new bar, but as I don't want to pay any money for this space, it will always be there. You can't get rid of it unless you FTP your blog.
It would be nice if you could choose which search engine you could use, but Google owns Pyra (maker of Blogger) so they can put whatever they want.
The new bar is definitely better than the old ad bar.
Update: Blogger was messed up for awhile there and ate a post.
The Search field in the Nav Bar is to search for things on this site. Just type in a query and hit go and it should take you there.This may not work for a bit, as we weren't being searched by Google. This works.
